Background
Dr. Garcia is the chair of The National Hispanic University's Computer Information Systems program. For more than 30 years, he has taught computer, electronics, and networking courses at universities in the United States and Peru. In addition to his role at the university, Dr. Garcia also teaches graduate courses in quality assurance at San José State University and presents papers at national and international conferences each year. He has received grants from the National Science Foundation, Hewlett-Packard, and the National Security Agency. His other awards include professor emeritus and doctor honoris causa from the Universidad Nacional de Educación Enrique Guzmán y Valle in Lima, Peru, and the National Association of Industrial Technology's Outstanding Industrial Technology Professor Award.
